Vape Vending Machines: How They Work, What They Cost and Where They're Allowed

A vape vending machine is a locked, cashless vending machine that releases an e-cigarette or pod pack only after an age check has passed, and where it may stand is decided by the law of the place it is installed, not by the machine. In the United States the federal rule allows tobacco-product vending, e-cigarettes included, only in facilities where nobody under 21 is present or permitted to enter at any time. Several states go further. Across the UK, vape and nicotine product vending machines are prohibited from 29 October 2026. In Australia vapes can only be supplied through pharmacies. Germany and New Zealand allow it under conditions. The machine is a standard coil, locker or wall-mount cabinet with card or QR payment and an age gate. A vape vending machine is an ordinary locked vending cabinet with a cashless terminal and an age gate. It releases an e-cigarette, pod pack or e-liquid only after an age check has passed. The cabinet is the easy part. The hard part is the law, which differs between countries, between US states and sometimes between counties. In many places, including the whole UK from 29 October 2026, the answer is simply no. This page explains how the machines work, which cabinet suits which venue, what they cost, and where they are allowed, so you can find out early whether a machine is possible at your site.

What a vape vending machine is, and what it is not

A vape vending machine, also called a vaping vending machine, is controlled dispensing. The customer chooses on a screen or keypad, pays, passes the age check, and one item drops into a delivery bin or one locker door opens. The stock stays behind steel and glass the whole time. That matters, because under most of the rules below a self-service display, where people can pick up the product before paying, is treated as a separate thing and is usually prohibited too.

Vaping vending machines are not different machines from ones that sell snacks or test kits. The coils, trays, locker cells, payment terminal and telemetry are the same parts. What changes is the software in front of the release (the age gate), the record written after it, and where the machine is allowed to stand. That is why age-verified vending is something we build to a specification, not a catalog item.

How a vape vending machine works

Two details buyers often miss:

  • Failure behaviour. If the check depends on an outside service, our machines refuse the vend when that service cannot be reached. They do not fall back to dispensing. That is the safe default for a restricted product, but it costs availability. Decide it on purpose.
  • Remote switching. Payment and release methods can be enabled or disabled per machine from the cloud dashboard. A machine can trade only during staffed hours, or be taken out of service quickly if a site’s licence changes.

Coil pitch is set per selection. On wall-mount units it ranges from narrow (40–50 mm) to wide (70–90 mm) in the same machine, so measure your actual pack before choosing. A slim pod pack and a boxed device kit will not share a coil size. If you hold stock in a locker cell, the cell is sized to the box, and the door opens only for the authorised transaction.

Our standard vending machines have glass front doors. If your rule requires the product to be hidden from view, as New Zealand’s does, say so at quotation so the front can be specified differently.

The age gate options

One point decides a lot of US projects. The federal exception is about the facility, not the machine. 21 CFR 1140.14(b)(3) allows vending sales of covered tobacco products only “in facilities where the retailer ensures that no person younger than 21 years of age is present, or permitted to enter, at any time.” The text has no exception for a machine that scans ID. An ID scanner can still be worth fitting as a second check inside an adult-only venue, and some states or venues may require one. It does not, on the face of the federal rule, make a machine in an all-ages shop lawful. Some sellers say otherwise. Who buys vape vending machines

The legal map decides who the buyers are. In the US, the federal facility condition means the realistic sites are those that are adult-only by licence: bars and taverns that do not admit under-21s, nightclubs, casino gaming floors and private members’ clubs. California narrows this further to premises with an on-sale public premises licence. In New Zealand the model is staff-activated, so the buyer is a venue with a bar or counter in sight of the machine. In Germany the machine must carry a technical age check or stand where minors cannot go.

Two kinds of buyer are common:

  1. Venues that already sell tobacco or vapes over the bar and want the product off the bar top and out of staff hands. They value the record and the stock security more than the unattended sales.
  2. Route operators who place machines in several adult-only venues and pay each one a commission. What you can stock

The machine cannot make a product lawful. In the US, FDA’s list of authorised e-cigarettes says it shows “the only e-cigarettes that may be lawfully sold in the United States”. As of 28 August 2026 it listed 48 products. State flavour restrictions narrow that further. In Australia the question does not arise, because vapes cannot be supplied outside pharmacies. Stock only what you could lawfully sell over a counter at the same address.

Two controls help on the stocking side:

  • Per-transaction and per-person limits. One passed check should not clear a coil. Limits per transaction, and quotas per person over a period, are standard controls on our machines.
  • Item-level records. Every order is written by the machine itself (item, quantity, machine, location, time, order state and receipt ID), whatever payment method was used. That record is what you show an inspector or reconcile against the payment processor. See payments.

What it costs, in brief

Our published starting prices are above. On top of the cabinet sit the age-check integration (scoped per project, because it depends on which method and which provider), a card terminal if you use your own processor, freight, import duty, installation and stock. Running costs are a 4G data plan (typically USD 5–10 a month per machine), processor fees, any per-check fee from a verification service, and your retailer licence. What to specify if you are buying one

Bring these and a quotation can be written:

  1. The jurisdiction and the exact site. Country, state and county. Whether the premises are adult-only by licence, and what licence they hold.
  2. The rule you must meet, as the regulator or your counsel stated it. That includes the age check, any signage, and whether the machine may trade unattended.
  3. The age-check method and, if one exists, the verification provider or membership system the machine should query, with its API documentation.
  4. The products and their pack dimensions, so the coils or cells can be sized.
  5. Payment. Your processor and terminal model, or whether you want a terminal supplied. See payments.

Where a vape vending machine is the wrong answer

  • Anywhere in the UK from 29 October 2026. It is an offence to have one available for use on premises you manage or control. The only routes left are a machine that dispenses to staff rather than customers, and the narrow mental-health inpatient exception in England and Wales.
  • In Australia. Vapes are supplied through pharmacies only.
  • In a US store that admits under-21s. The federal exception does not cover it, whatever the machine checks.
  • In US states, counties or cities that ban tobacco-product vending outright.
  • Where you cannot source lawful product. An empty or unlawfully stocked machine is a liability, not a business.
  • Where volume is low. If a venue sells a few packs a week over the bar, a locked cabinet behind the bar is cheaper than a machine with a verification integration.

Can I put a vape vending machine in a convenience store or gas station in the US?

Not under the federal rule as written, if people under 21 can enter the store. 21 CFR 1140.14(b)(3) permits vending-machine sales of covered tobacco products, which include e-cigarettes, only in facilities where the retailer ensures no person under 21 is present or permitted to enter at any time. The text contains no exception for a machine that scans ID. Some sellers market ID-scanning machines for general retail; ask FDA or your own counsel before relying on that, and check state and local law, which can be stricter.

What products can a vape vending machine sell in the US?

Only e-cigarettes that FDA has authorised for marketing may be lawfully sold in the United States.
