Bars, nightclubs and adult-only lounges are where most restricted vending is lawful. That is because the rules that allow it are usually written around keeping minors out of the room. In the US, tobacco and vape machines are allowed only where nobody under 21 is present or allowed in at any time. California only allows tobacco machines inside bar-type premises, and Germany only where minors cannot get at the products. The test is strict, and plenty of venues that feel adult-only fail it. Casinos need extra care. In the UK, the venue no longer helps, because the machines themselves are banned.
Quick answer
- Adult-only is the legal key. US federal rules allow tobacco and vape vending only where the retailer makes sure nobody under 21 is present, or allowed to enter, at any time.
- “At any time” means all day, every day. All-ages sessions, family dining hours and under-21 staff on the floor can all break the test.
- Casino floors are not automatically adult-only. Gaming law usually stops minors playing or loitering, not passing through. A 21-plus lounge with its own entry control is cleaner.
- The UK is different. Tobacco machines have been banned in England since 2011, and vape and nicotine machines are banned UK-wide from 29 October 2026, in any venue.
- Staff release is the strongest practical check. The bar checks ID, the machine holds the stock and the record, and staff authorise each vend.

Why adult-only venues are the legal home for restricted vending
Most rules for restricted products assume a face-to-face sale. The sale is made by a person who can look at an ID and refuse. Vending removes that person, so regulators allow it mainly where something else does the job: the venue itself.
This is a summary for planning, not legal advice. Rules change; confirm with the regulator where the machine will stand. Facts are as of October 2026.

Federal law is a floor, not a ceiling. California’s statute says so in terms: cities and counties may restrict tobacco vending further or ban it completely, and the local rule controls. Many US states also require a tobacco or vape retail licence for each location. Check state and city rules after the federal one.
What counts as an adult-only facility
The federal definition is short and strict. The FDA’s retailer guidance says an adult-only facility is “one in which individuals under 21 are neither present nor permitted to enter at any time.” Each part of that sentence catches real venues.

Casinos: the floor is not the lounge
Casinos look adult-only, but the law that governs them often says something narrower. Nevada’s gaming statute, NRS 463.350, stops anyone under 21 from playing, from loitering “in or about any room or premises wherein any licensed game … is operated”, and from most gaming employment. It does not stop minors walking through to a restaurant or the hotel lifts. Under the federal tobacco rule, the question is whether under-21s are present or permitted to enter at any time. A floor where they may pass through may not meet that test.
The cleaner option is a 21-plus bar, lounge or smoking room with its own entry control. Put the machine there, inside the boundary, rather than on a walkway.
Staff under 21
People forget about employees. If under-21 staff work in the room, someone younger than 21 is present. Whether that defeats the adult-only test is a question for your regulator. Raise it before you assume a staffed bar qualifies.
Staff-release models that work in venues
A venue already has staff and already checks ID, so the strongest check is the one that already happens. The age-verified vending hub covers five approaches. These are the ones that fit venues:

Release methods can be enabled and disabled per machine from the cloud dashboard. A venue can let the machine trade during 21-plus sessions and refuse during all-ages ones, or take it out of service quickly if a licence changes. Staff release makes the machine secure stock and a transaction record, while the age decision stays with a person. In a busy bar, staff approve the vend rather than fetching stock from a locked cabinet behind the counter.
Placement inside the venue
- Inside the boundary. The machine goes where only checked adults can reach it, not in the lobby, cloakroom queue or smoking terrace with street access.
- In sight of staff. A machine staff can see is harder to abuse, whether through proxy buying, forced doors or under-age guests slipping in. Keep it in an open area, not tucked into a corner.
- Away from the entrance. California sets at least 15 feet inside the entrance for tobacco machines in bars. Use that as a baseline elsewhere.
- Power and network. Our machines need their connection to dispense, so a restricted vend is refused if the verification service cannot be reached. Plan a reliable connection, not a weak guest Wi-Fi signal.
- Floor or wall. A full-size cabinet holds more lines. A wall-mounted unit fits corridors and smaller bars with no floor space. See wall-mounted vape vending machines for sizing.
What to stock
What a venue can stock is set by the jurisdiction first and the venue licence second.
- US adult-only venues: tobacco products, vapes and nicotine pouches, provided the products themselves are lawfully marketed. See nicotine pouch vending machines and are vape vending machines legal?.
- Germany: tobacco, nicotine products and e-cigarettes, with a technical age check or constant supervision.
- UK: no tobacco, vapes or nicotine products from any machine. Alcohol under the premises licence is a separate question; see alcohol and beer vending machines.
- Unrestricted add-ons everywhere: phone chargers, gum, mints, hygiene products and condoms often sell well in late-night venues and need no age gate. Tell us which selections must be gated and which may vend freely, and we will specify the machine that way.
Licence conditions to check before you order
- Tobacco or vape retail licence. Many US states and cities require one per location, and vending may need to be named on it.
- Local vending bans. California explicitly lets cities ban tobacco vending outright. Other places do the same.
- Liquor licence conditions. Some venue licences restrict what else may be sold, or attach conditions to machines on the premises.
- Gaming licence conditions. Casino regulators may control what is placed on or near the gaming floor.
- Product legality. A vending exception for the venue does not make an unauthorised product legal.
- Point-of-sale notices. Age-of-sale and health warning notices may be required at the machine.

Where this is the wrong answer
- The venue admits minors at any time and cannot fence off a 21-plus area. Under the US federal rule, staff release does not cure that. The test is about who is present, not how the sale is checked.
- You are in the UK and want tobacco, vapes or nicotine products. The machines are prohibited whatever the venue.
- You are in Australia and want vapes. They are pharmacy products, not venue stock.
- The bar already sells the product over the counter and volume is low. A machine adds cost without saving staff time.
- You want the machine on a walkway or terrace minors can reach. Move it, or do not install it.
Frequently asked questions
Can I put a vape vending machine in my bar in the US?
Under federal rules, a retailer may not sell covered tobacco products, which include e-cigarettes, through a vending machine except in a facility where the retailer ensures that no person younger than 21 is present, or permitted to enter, at any time. A bar that admits only over-21s at all times can meet that test. A bar-restaurant that serves families at lunch cannot. State and local law can be stricter, and some cities ban tobacco vending outright, so check your state and city rules as well. You also need a state tobacco or vape retail licence wherever one is required.
Does a door ID check make my nightclub an adult-only facility?
Only if it applies every time the venue is open. The US federal wording is that nobody under 21 is present or permitted to enter at any time. An 18-plus night, an all-ages matinee or a private function with children all break that, and under-21 staff in the room may too, which is a question for your regulator. If the venue sometimes admits younger people, the machine has to stop trading during those sessions or stand in an area that stays 21-plus. Release methods can be switched off per machine from the cloud dashboard, which helps, but the decision belongs to your regulator.
Can a casino have a cigarette or vape vending machine?
Possibly, but do not assume the gaming floor counts as adult-only. In Nevada, for example, the gaming statute stops people under 21 from playing and from loitering where games are run. That is not the same as stopping them entering at all, and the federal tobacco vending exception asks whether under-21s are present or permitted to enter at any time. A 21-plus bar or lounge inside the casino, with its own entry control, is a much cleaner place for the machine. Confirm with your gaming and tobacco regulators.
Can UK pubs still have cigarette or vape vending machines?
Not for tobacco in England, where the sale of tobacco from an automatic machine has been prohibited since 1 October 2011, whatever the venue. Under the Tobacco and Vapes Act 2026, a person who manages or controls premises where a vape vending machine or nicotine product vending machine is available commits an offence. Equivalent provisions apply across the UK from 29 October 2026; the England and Wales version has a narrow exception for inpatient areas of mental health hospitals. Alcohol vending in a licensed pub is still possible under the premises licence.
What is staff release on a vending machine?
Staff release means the machine will not dispense a restricted item until a member of staff authorises it, after checking the customer’s ID in person. The customer chooses and pays, and the stock stays locked until the bar or door staff approve the vend from an attendant interface. It turns the machine into secure stock and a transaction record, while a person still makes the age decision. That is often the strongest check a licensed venue can offer, because it is the same check the bar already makes.
Where should a restricted vending machine go in a bar?
Inside the adult-only area, where staff can see it, and away from the entrance. California’s rule for tobacco machines in bar-type premises puts a number on this, at least 15 feet inside the entrance, and it is a good starting point elsewhere. Avoid positions people can reach without passing the door check, such as smoking terraces with street access, corridors to toilets shared with a restaurant, or lobbies. The machine also needs a power outlet and a reliable network connection, because it refuses restricted vends when it cannot reach its verification service.
What can a bar sell from an age-verified vending machine?
It depends on the jurisdiction. In the US, an adult-only bar can lawfully sell tobacco products, vapes and nicotine pouches from a machine, provided the products themselves can be legally sold. In Germany, tobacco and nicotine products are possible with a technical age check. In the UK, none of those can be sold from a machine. Alcohol sold under the venue’s licence is a separate question for the licensing authority. Many venues also sell unrestricted items such as phone chargers, lighters where allowed, gum and hygiene products.
