Refrigerated vending machines are being forced off R134a in 2026 — the refrigerant has a global-warming potential (GWP) of 1,430, and three regulations are closing in at once. The US AIM Act cuts HFC production and consumption 85% by 2036, and its Technology Transition Rule already requires new self-contained retail equipment — vending machines included — to meet strict GWP limits. The EU F-gas Regulation (2024/573) bans self-contained refrigeration equipment with a GWP of 150 or higher. The Kigali Amendment binds 197 countries to the same 80–85% phase-down. The replacement is R290 (propane), with a GWP of 3 and 10–20% better energy efficiency — but it is A3-flammable, so it is not a drop-in swap. It requires spark-free re-engineering and sealed, low-charge systems. The machines that make this transition cleanly are custom-built, not catalog.

Regulators noticed.
And in 2026, the phase-down stops being a policy document and starts being a procurement problem.
Three Regulations, One Direction
Three separate legal instruments are closing on the same molecule at the same time.
The US AIM Act. Passed in 2020, it directs the EPA to cut HFC production and consumption 85% by 2036. The Technology Transition Rule — finalized October 2023 — sets the GWP limits, and by January 1, 2026, new self-contained retail equipment, vending machines included, must meet them. Legacy HFCs in new equipment are effectively done.
The EU F-gas Regulation 2024/573. Effective March 2024, it bans self-contained refrigeration equipment with a GWP of 150 or higher and drives the HFC quota down to 24.3% of baseline for 2025–26. R134a, at GWP 1,430, is well past the line.
The Kigali Amendment. Adopted in 2016 and ratified by 197 countries, it commits the world to an 80–85% HFC phase-down by 2045. The US path: 85% by 2036.
Three laws.
One conclusion.
The old refrigerant has to go.
What Replaces It: Propane
The replacement is R290.
That is propane — the same hydrocarbon in your barbecue cylinder, purified to refrigeration grade.
Its GWP is 3.
Not 1,430.
Three.
It is non-toxic and ozone-friendly.
And here is the part the sustainability story usually leaves out: it is more efficient.
Systems on R290 test 10–20% better on energy than R134a equivalents.
Propane’s volumetric capacity runs about 78% higher — roughly 1,164 kJ/kg versus 658 kJ/kg.
That means a smaller charge does the same cooling work.
Smaller compressor.
Lower running cost.
Lower carbon, twice over.

The Catch: It Burns
Here is the part that turns a simple swap into a re-engineering problem.
R290 is flammable.
A3 rating — the same class as butane.
Vending Market Watch put the industry’s position plainly in “Uncertain Transition for Vending Machine Refrigerants”: R290 machines will meet the coming DOE efficiency guidelines.
The only wrinkle is that R290 is basically propane and highly flammable.
That wrinkle is the whole story.
A machine built for R134a cannot simply be refilled with R290.
It needs spark-free electrical design.
Sealed systems.
Charge limits.
Components rated for a flammable refrigerant.
That is why this is a replacement cycle for the machine — not a refill.
And it is why the US Department of Energy’s updated energy-conservation standards for refrigerated beverage vending machines, published in the Federal Register in 2023, are landing on an industry that now has to redesign around a flammable, high-efficiency gas.
What Buyers Should Do Now
If you are sourcing refrigerated vending in 2026, here is the checklist the regulations force on you:
- Ask the refrigerant. Not “is it refrigerated?” — “which refrigerant, and what GWP?” If the answer is R134a on new equipment, you are buying a machine that is already non-compliant in its target market.
- Ask about the safety engineering. R290 requires sealed, spark-free systems. Ask how the machine isolates ignition sources and limits charge.
- Ask about the destination market. The US, the EU, and Australia are moving at different speeds on different schedules. The machine that clears the EU’s F-gas bar may not clear the US AIM Act’s January 2026 line — and vice versa.
- Ask for the certificate, not the claim. A supplier saying “low-GWP” is not the same as a machine engineered for R290 with the safety case to match.
The machines that answer all four cleanly are not the ones sitting in a catalog.
They are the ones built to a specification.
